About the Southern Lakes Homeowners Association

The purpose of this site is to provide Southern Lakes homeowners with easy access to information about the association, commonly requested documents and forms, and answers to frequently asked questions. It also is designed to help those considering a move to Southern Lakes to learn more about the association, our governing documents, and neighborhood events.

The Southern Lakes Homeowners Association, Inc. is a non-profit corporation consisting of eligible voting members from 242 single family homes in the Southern Lakes development in Inver Grove Heights, Minnesota. Southern Lakes is located just to the Northeast of the junction of Minnesota Highway 3 and Cliff Road in Eagan, MN.

We hope that more of our neighbors will consider participating in meetings, offer ideas and suggestions for the neighborhood, and consider positions on the Board or ACC. Please contact us if you have any questions, concerns, or interest.

About Durand & Associates

The Southern Lakes Homeowner’s Association, Inc. is managed by Durand and Associates, a professional property management firm headquartered in South St. Paul, MN. The company’s principal and owner, Sandy Durand, is a Certified Property Manager (CPM) with 36 years of experience in the business.

Prior to purchasing Durand and Associates in 1998, Sandy Durand was President, and owner in the firms predecessor, NHD Property Management Company. Durand and Associates was hired by the Southern Lakes Board of Directors in early 2001.

Under contract, Durand and Associates provides Southern Lakes homeowners with a wide range of services. Among other duties, the company:

  • Provides single-point-of-contact for day-to-day communications with members
  • Works with the Architectural Control Committee (ACC) to facilitate homeowner approval of exterior modifications pursuant to the Governing Documents
  • Stores and manages Association Minutes, Manuals, and all pertinent correspondence, including individual homeowner files
  • Staffs Board of Directors, Annual and special homeowner meetings
  • Supervises repairs and establishes a preventive maintenance program for common areas - obtains bids for any major projects within the Association
  • Produces the Associations financial statements, maintains all financial records
  • Prepares the annual operating and reserve budgets
  • Is responsible for marketing and placing Association insurance coverages
  • Works with the independent Auditor at year-end, along with tax preparation
  • Invoices homeowners and collects annual dues
  • Conducts property inspections
  • Enforces rules, regulations, and standards upon Board instruction
  • Handles court appearances for delinquent dues

Sandy Durand says it is an article of faith in the real estate and property management world that homeowner associations preserve and promote home values in a neighborhood. "There simply is no substitute to a strong association for bringing consistency, integrity, and increased home values to a neighborhood," Durand says.

In addition to Southern Lakes, Durand and Associates manages 15 professional homeowner’s associations including Wedgewood, Marsh Creek, and Powers Lake in Woodbury, MN and Bright Keys in Shakopee, MN. The company serves its clients with a 15-member staff, including four property managers, three maintenance engineers, legal administrator, controller, accountant and several administrative personnel.

Durand and Associates and its predecessors have been an Accredited Management Organization (AMO) through the Institute of Real Estate Management since 1977. To maintain this designation, Durand and Associates must meet standards of excellence for management expertise, financial probity, and customer feedback, among other measures, every three years.

Durand says she and her staff appreciate the chance to serve Southern Lakes homeowners. "We’re delighted whenever we can answer a question, resolve a problem, or add value to someone’s home. Customer satisfaction is what we seek to be all about."
